This is a high speed application rotary union from ROTOFLUX, made in ITALY. It is series B, the model number is B08-1671-06E.

The unions of the model B are used for the passage of coolant through the machine tool spindles rotating at high speed. Well balanced seal assemblies, in carbide, against carbide allow a low friction torque and long life even with a poor filtration of the coolant.
